3、r50percentofthepopulationlivedinpublichousingin1996),thepermanenceofurbanslumsstillposesaheavyburdenonthesociety.In1996,about20percent(113,000units)ofthedomesticpremisesintheurbanareawereover30yearsold(HongKongGovernment,1996).Inotherwords,thestate(orthegovernment)isbelievedtohavecontributed

4、totherestructuringandreconstitutingofthehousingproblem,throughitsurbanredevelopmentprogramme.Urbanrenewalincludesredevelopmentandrehabilitationofthephysicalandsocialfabricoftheoldurbancore.InHongKong,urbanrenewalhasbeennarrowlyunderstoodasthephysicalredevelopmentoflandwithunexploiteddevelopm

5、entpotentialorlandunderobsoleteuses.Thisquestforscarceurbanspaceisoneresultofkeencompetitionforfloorspaceowingtoeconomicandpopulationgrowth.Government’sownaccountforthesignificanceofredevelopmentrunsasfollows:“Therearegeographicalandfinancialconstraintsonnewlandproduction.Itismoreimportant,t
