1、小发〔2011〕1号小河镇党委领导班子换届工作方案按照《巧家县2011年乡镇党委领导班子换届工作的实施方案》（巧发〔2011〕11号）要求，经镇党委研究，决定今年3月上旬开展镇党委换届选举工作。现提出如下工作方案：一、指导思想以党章为准则，以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，按照党的十七大和十七届四中、五中全会以及省第八次党代会、市第二次党代会、县第十次党代会以来的一系列重要会议精神，以谋划和推动科学发展，选好配强领导班子为重点，坚持干部队伍“四化”transformation

4、ucture,especiallytransportationconstructionisstilllaggingbehind;Thirdcountryseriousshortageoffinancialresources,heavydebtburdenofhistory,stillplentyofpressureofworkanddebt;Fouristhecadresandmassesofenvironmentalawarenessisnotstrong,moreandmorejunk,harmless
5、treatmentmoredifficult,"environment-friendlyandresource-saving"societystillneedslong-termefforts;Fiveistheincreaseinsocialinstability,bindtheinterviewvisit,skippingappeal,refluxpetitionunabated,socialstabilityandstress;Sixisoneofthefewcadresandthepioneerin
6、gandinnovativespiritisnotstrong,andworkstyletofalse,theservicelevelisnothigh,notadaptedtothecurrentlyoptimizedtospeedupthedevelopmentofthesituation.Weattachgreatimportancetotheseproblemsandadoptpracticalandeffectivemeasures,andeffortstosolvethem.Second,thi

8、developmentandstability,"four-in-oneworktoimplementandpaymore-11-方针和德才兼备、以德为先的用人标准，发扬民主、推进改革、严肃纪律，大力选拔政治上靠得住、工作上有本事、作风上过得硬、人民群众信得过的优秀干部，努力把镇党委领导班子建设成为坚定贯彻党的理论和路线方针政策、善于领导科学发展的坚强领导集体，进一步加强党的执政能力建设和先进性建设，为实现“十二
