3、Lawisenacted,inaccordancewiththeConstitution,forthepurposeofbringingaboutacoordinateddevelopmentbetweenpopulationontheonesideandtheeconomy,society,resourcesandenvironmentontheother,promotingfamilyplanning,protectingthelegitimaterightsandinterestsofcitizens,enhancinghappin
4、essoffamilies,andcontributingtoprosperityofthenationandprogressofthesociety.Article2Chinabeingapopulouscountry,familyplanningisafundamentalStatepolicy.TheStateadoptsacomprehensivemeasuretocontrolthesizeandraisethegeneralqualityofthepopulation.TheStatereliesonpublicityande
5、ducation,advancesinscienceandtechnology,multi-purposeservicesandtheestablishmentandimprovementoftherewardandsocialsecuritysystemsincarryingoutthepopulationandfamilyplanningprograms.Article3Thepopulationandfamilyplanningprogramsshallbecombinedwiththeeffortstooffermoreoppor
6、tunitiesforwomentoreceiveeducationandgetemployed,improvetheirhealthandelevatetheirstatus.8Article4Whenpromotingfamilyplanning,thepeople'sgovernmentsatalllevelsandtheirstaffmembersshallperformtheiradministrativedutiesstrictlyinaccordancewithlaw,andenforcethelawinacivilmann
7、er,andtheymaynotinfringeuponlegitimaterightsandinterestsofcitizens.Lawfulperformanceoftheofficialdutiesbytheadministrativedepartmentsforfamilyplanningandtheirstaffmembersshallbeprotectedbylaw.Article5TheStateCouncilshallexerciseleadershipoverthepopulationandfamilyplanning
