4、mplementationofplansandcompletionofconstructionprojects,waysputforthandmeasuresforpreventingormitigatingtheadverseeffectsontheenvironment,andthemethodsandsystemsappliedforfollow-upmonitoring.Article3WhenplanswithinthescopespecifiedinArticle9ofthisLawareformulated,theenvironmentaleffectsproduced

5、bytheprojectstobeconstructedwithintheterritoryofthePeople'sRepublicofChinaorwithintheseaareasunderthejurisdictionofthePeople'sRepublicofChinashallbeevaluatedinaccordancewiththisLaw.Article4Theenvironmentaleffectsshallbeevaluatedinanobjective,openandimpartialmanner,withanall-roundconsiderationgi
