1、中文摘要处在经济转轨、社会转型时期的广州，正经历着新旧体制的摩擦、行政区划的调整、利益结构的变动、流动人口的增多等因素的考验，这一时期，社会不安定因素更为多样和复杂，之前的行政型社区的治安防范模式已经不适应新型城市社区的治安需要，社区治安成为社区居民普遍关注的问题。自推行社区建设以来，目前广州城市社区治安管理处于探索、调整时期，既取得了相当成效，同时也存在不少问题，表现为:社区治安法制化、规范化程度不高;社区治安组织结构不完善;社区治安防控能力不强;社区治安运行机制不畅、责权划分不清。笔者认为，改进和完善广州城市社区治安管理的对策有:第一，

2、加大宣传教育力度，提高全社会对社区治安的整体认识;第二，加快法制化进程，不断提高社区治安管理的规范化水平:第三，完善组织结构，明确社区治安主体权责划分;第四，提高队伍素质，增强社区治安综合治理能力;第五，加强信息化建设，推进社区治安信息的公开透明;第六，创新联动协调机制，促进社区治安管理手段多样化:第七，加强环境建设，优化社区治安环境。【关键词】社区治安管理和谐社会广州市社区警务ABSTRACTGuangzhou,attheturningpointofeconomyandsociety,faceschalengesastheconflict
