2、hemedicalunits，mostoftheCDCdon’thavedetailedhumanresourcesplanning，andthestaffsofMedicalunitsarenotfamiliarwiththedevelopmentgoals．(3)Recruitment：71．21％oftheCDCand81．32％oftheMedicalunitshasimplementedemploymentsystem．Botharethesameis，themainchannelforstaf

3、fenteringtheunitistheNationalGraduateassignment．(4)Personneltraining：newrecruitstrainingtimespercapitamedicalunitnearly1timesandonlyO．51forMedicalunitsandCDCrespectively．(5)Staffassessmentandpromptings：thesatisfactionofstaffandworkersfortheexaminationproc

4、eduresisabout57．31％and60．22％respectively．Twoinstitutionsrewardemployeestoinspire，isthemainbasisforthecompletionofworkandexaminationresults．ButtheStaffthoughtmostabletomobilizetheenthusiasmoftheincentiveistoincreaseincome．(6)Stagmobility：from2008to2011，the
