7、allybyreducingthemostseriousaccidents,andlaterbyimprovingoverallsafetyperformance.MethodThehypothesisistestedbystudyingaprovinciallevelaggregatepaneldatasetforChina'scoalindustryusingtwodifferentmodelswithdifferentsetsofdependentvariables:afixed-effectsmodelonmortalityrate,whichisdefinedasfata
8、litiesper1,000employees;andanegativebinominalmodelontheannualnumber(frequency)ofdisastrousaccidents.ResultsSafetyregulationscanreducethefrequencyofdisastrousaccidents,buthavenotreducedmortalityrate,whichrepresentsoverallsafetyperformance.DiscussionandsummaryPurchasePolicyrecommendationsaremade
