1、‘m产摘要摘要生态环境是人类赖以生存和发展的基本条件，是经济发展、社会发展的基础，保护和建设好生态环境，实现可持续发展是我国现代化建设中必须始终坚持的一项基本国策。煤炭资源型城市以其丰富的矿产资源为社会经济建设提供了能源支持，其可持续发展对我国经济发展和社会进步具有重要意义。本文从理论研究和调查实践两方面对资源型城市的可持续发展进行了研究。在理论研究方面，在对国际国内煤炭资源型城市的发展的理论与实践经验基础上总结我国特殊煤炭资源型城市可持续发展的理论创新。指出了要解决其严重的环境等问题，就必须树立牢固的可

2、持续发展观。在调查实践方面，结合煤炭资源型城市发展的一般规律以及可持续发展理论对淮南市进行实证分析，并在此基础上构建符合淮南市的可持续协调发展要求的系统评价指标体系，进而得出淮南市可持续协调发展状况的评价结论。以淮南市的可持续发展为目标，提出了其战略目标。图3表7参70关键词：煤炭资源型城市；可持续发展；实证分析；系统评价；淮南市分类号：F299．27：摘要AbstractEnvironmentisthebasicconditionsforhumansurvivalanddevelopment，andit
