1、摘要中国在“十三五”规划中明确提出，要加大对农村环境综合治理力度，创新农村环境治理理念和方法，农村环境是典型的国家公共产品，而地方政府作为公共权力提供者，提供公共产品， 直接管理公共产品部门，无疑是面对农村环境时最直接的监管主体，它在保护公共物品资源良好发展方面发挥着重大作用。推进农村“煤改气”工作，是国家和省深化京津冀地区大气污染防治所做出的重大的决策，有利于区域能源结构的加快调整，对生态环境治理的完善、农村居民生活水平的提高具有重要现实意义。但在实际的农村“煤改气”建设中，由于地方政府绩效发展观的落后传统，缺乏农村环境
2、监管法律法规，地方政府监管农村“煤改气”建设的模式不仅混乱，而且效率低下，导致地方政府在农村“煤改气”建设问题中的监管失灵，因此如何加强地方政府在农村环境监管职责，更好地构建农村环境监管体系是地方政府目前在监管农村“煤改气”建设问题时面临的严峻挑战。 本文以石家庄市彭家庄农村为例，通过实地调查，对于农村“煤改气”建设的实践进行总结分析措施、成效、不足。在此基础上对存在的问题及成因进行分析，得出一些对策和建议。总之，“煤改气”行业的安全管理是一项庞大复杂的系统工程。该行业的安全管理要求当地政府采用法律，行政和经济手段和方法进
