3、chasglobalwarming,depletionofOzoneLayer,ERNINOanddesertificationcontinuetoreceivehighmediaexposure,asactsofrenaissanceofglobaleconomicsdo.Inthe20thcentury,muchofthismomentum---tomitigateorevenreininthedeterioratingstepofthattendency---wasmainlygainedbyseriesofinternationalcoll
4、aborationandnegotiation.TheUnitedNationsandtheWorldHealthorganization(WHO)haveestimatedthatduetotheunifyingeffortstorestricttheusageofFreonfromalmostallthecountries,theOzoneLayerovertheAntarcticcontinenthasbeenrehabilitatedsincethebeginningofthe21stcentury.Anotherattractionofi
5、nternationalcollaborationisthatitavoidstheconflictandchaosamongregionalcountries.Lawstoreducingtheexhaustsofvehicles,althoughtreatedwithdisdaininitsearlyyears,aremostlybeingimplementedindevelopedcountries.However,merelylayingemphasisoninternationallevelcannotbethesolutiontothe
6、problem.Ironically,insomewaysitwillbethepolicymaker’sexcusefordelayingaction.Asaresult,thefundamentalinfluencearisingfromindividualandindividualcountrieswillbeoverlooked.Thedegreetowhichthedamagingeffectsfromenvironmentextenditsantennaaroundtheworlddependsonarelativelywiderang
