1、宁夏基层医疗机构人力需求与医学毕业生就业现状分析：马璀，李吴萍，李彦明，戴秀英【摘要】　　　　摘要：目的了解宁夏基层医疗机构人力资源需求和医学毕业生基层就业现状，提出指导医学毕业生到基层就业的有效措施和政策性建议，为政府解决基层卫生人才紧缺问题提供决策依据。方法对宁夏2005-2008年医学毕业生就业现状进行问卷调查；对相关卫生行政部门和医疗机构关键知情人进行深入访谈；查阅2008年度宁夏卫生统计信息资料及宁夏医科大学就业指导服务中心毕业生就业相关资料。结果宁夏2008年各级各类卫生技术人员26627人，其中，乡镇卫生院和城市社区卫生服务机构仅

2、占11.5%和1.8%。2006－2008年，医学生总就业率基本稳定在80％左右，而去乡镇卫生院和社区卫生服务机构者仅占就业总人数的6.0％；调查237家医疗机构，88.9%的乡镇卫生院和社区卫生服务机构有增补卫技人员的意向，但有能力自主招聘编外人员的占56.4%，基层更需要有执业资格的临床、影像、公共卫生、护理等专业毕业生；调查显示制约大学生基层就业的主要原因是获取执业资格滞后、编制少、基层待遇差，留不住人才。结论政府应着力解决基层卫生人才短缺与医学毕业生“下基层”难的突出矛盾；积极采取“定单式”培养、“特岗医生”政策、“住院医师规范化培训基
