7、004.Nineoftheinstitutionsrankedinthetop25nationallyreporteddeclinesofover30%.Anotherreport,bytheGeneralAccountingOffice,acongressionalinvestigativeagency,tookarandomsampleofvisaapplicationsbysciencestudentsandscientistsbetweenAprilandJune2003,andfoundthat
