3、nformationavailablethroughoutthebuildingandremotelyaccessiblefromavarietyofinterfaces，suchasapersonalcomputer，PDA(personaldataassistant)，television，ordisplayonanyotherappliance.Thenotionofintelligentbuildingsreceivedalotofpressinthe1980，saftertheadventofcom

4、puterizedcontrolforbuildingsandyetrealityhasfallenwellshortofthisvision.Infact，energymanagementandcontrolsystems(EMCS)forbuildingshavebeenunderutilizedexceptforverylargefacilities.Onlyabout10%ofthe4,650,000commercialbuildingsintheU.S.haveanEMCS(EIA，1999).Fi

5、gure1showsthattheprobabilityofhavinganEMCSincreasesdramaticallywithbuildingsize.Overall，EMCSserveabout33%oftheapproximately67billionft2ofcommercialfloorspace.However，thisstatisticexaggeratestheimpactsthatEMCShavehadonbuildings.Surveysofbuildingoperatorssugg
