3、4March2000,calledfortheimplementationofthisactionplanby2005.(4)Theactionplanforfinancialservicesstressesasanurgentprioritytheneedtodrawupadirectiveontheprudentialsupervisionofinstitutionsforoccupationalretirementprovision,astheseinstitutionsaremajorfinancialinstitutionswhichhav
4、eakeyroletoplayinensuringtheintegration,efficiencyandliquidityofthefinancialmarkets,buttheyarenotsubjecttoacoherentCommunitylegislativeframeworkallowingthemtobenefitfullyfromtheadvantagesoftheinternalmarket.(5)Sincesocial-securitysystemsarecomingunderincreasingpressure,occupati
5、onalretirementpensionswillincreasinglybereliedonasacomplementinfuture.Occupationalretirementpensionsshouldthereforebedeveloped,without,however,callingintoquestiontheimportanceofsocial-securitypensionsystemsintermsofsecure,durableandeffectivesocialprotection,whichshouldguarantee
6、adecentstandardoflivinginoldageandshouldthereforebeatthecentreoftheobjectiveofstrengtheningtheEuropeansocialmodel.(6)ThisDirectivethusrepresentsafirststeponthewaytoaninternalmarketforoccupationalretirementprovisionorganisedonaEuropeanscale.Bysettingthe"prudentperson"ruleastheun
